So you think a challan is a valid receipt?!

Just because the police gives you a challan, you think it is a legitimate payment to the Government? Think again. Why does the police not accept a payment by credit card or debit card or cheque? Why do you have to pay just cash? Because the challan in your hands is not even worth the paper it is printed on. It is a fake one.

Unless your name is published on a website with details of the amount paid, take it from me that your challan is a worthless piece of paper.

Now I will also answer my own question about why the police want just cash.
(1) They can't verify that the vehicle is indeed yours
The vehicle papers are easily forged. Any printing press can do it for you. Even the smart cards - you can just have some stolen vehicle and just present it to the police. They have no means of verifying the ownership on the spot

(2) They can't verify if the license is indeed yours
The license again is easily forged. And in any case most of us carry a COPY of the license!! How difficult is it to forge one using photoshop?! And even if it is an original that you produce, the police have no means of verifying if it is indeed a valid one!!

(3) If they accept a cheque
They have no means of knowing what to do if it bounces, because they are not even sure of your identity and address because of (2) above!! So why would they accept a cheque?!

So friends, fight for your right to information. If the police do not have a record of your violations, who can?! Fight for your right to know about the payments you have made. Let us not be educated fools who believe in a piece of paper. Each paisa should be accounted for.... Each challan number should be accounted for.....

Can we emulate Dubai?

Don't be shocked at the suggestion. I recently saw the Dubai Police website http://www.dubaipolice.gov.ae/.

It is all well for us to claim to be the Silicon City of the world. But I saw that even Dubai is ahead of us. We do not know what tickets are issued to us by the police. Whether it is a genuine one or a fake!! We have cameras mounted at many junctions. Only problem is - no one seems to know why and what to do with them!! If someone in front of you is grossly violating a one-way rule, you feel you have to take a snap of it on your cellphoe and ask the authorities to file a case against that car. But you do not know whether you can do it, you do not know whether the car belongs to some local honcho and the police will hound you instead!!

Give your two bits here about how this can be done.
